David A. Kemper, P.E.

Dave Kemper specializes in the areas of site development, roadway design, stormwater management, and utility systems. He has an extensive background in the coordination of multi-disciplined teams to address all aspects of site development including planning/zoning, survey, geotechnical, environmental, biology, traffic, and landscape architecture.
Dave’s particular emphasis is providing the preliminary engineering studies/design during the planning phase of large-scale and complex projects as well as detailed design supervision/review of paving, grading, drainage, and utility construction plans.
An active member of the community, Dave is on the Board of Directors of the Ybor City Chamber of Commerce, participated in the NAIOP Community Service Project, and was the Lead Civil Engineer and Coordinator for Sitework for the Child Abuse Council-Baby Bungalow project. He was also the Lead Civil Engineer for the development of the 30,000 s.f. Alpha House of Tampa-Rosalie Center for Crisis Pregnancies. David was also the Lead Civil Engineer for The Sanctuary, Metropolitan Ministries - a 24-unit affordable housing project in the City of Tampa.
He participates in the Florida Homebuilders Association\Tampa Bay Builders Association, the National Association of Industrial and Office Properties, the Society for Marketing Professional Services, and the Real Estate Investment Council. David is a member of the American Society of Civil Engineers, the National Society of Professional Engineers, the Florida Engineering Society, and a graduate of FES/FICE Leadership Institute.
