David Wilkison’s civil engineering experience spans from land development to utilities. He offers the management capabilities and business acumen developed through 20 years of firm ownership and management. Through his career, he has served both private-sector and government clients while managing projects ranging in size from one acre to ten thousand acres from the conceptual planning phases to construction completion.

David has prepared land use feasibility studies; hydrologic studies; subdivision master plans and utility plans; surface water management permit applications, infrastructure construction plans, and technical specifications; water and wastewater system designs and permit applications; bidding and contract documents; and certifications of substantial completion for construction activities. He specializes in site design engineering for healthcare facility development and Community Development District (CDD) engineering.

David has also served successfully as an expert witness in drainage related litigation and CDD bond hearings. His experience includes numerous large-scale stormwater management projects for the conversion of rural agricultural areas to rural villages and towns.
